The European Union has classified ChatGPT, Reddit and Roblox as “Very Large” services under the Digital Services Act (DSA). ChatGPT will be subject to new rules under which OpenAI will be held responsible for mitigating risks such as its impact on children in the EU, users’ mental health and the spread of illegal content. The European Commission also designated Reddit and Roblox as “Very Large Online Platforms.” The DSA restricts platforms from showing targeted advertising to minors and from using users’ sexual orientation, religion, ethnicity or political beliefs for ad targeting. It also calls for greater transparency about how recommendation algorithms work. Platforms and search engines that reach an average of at least 45 million users per month in the EU are considered “Very Large.” The three services have until the end of December 2026 to comply with the rules. Henna Virkkunen, the EU’s executive vice-president for tech sovereignty, security and democracy, said the designations subject these services to a higher standard of oversight and accountability.
Why it matters
This classification means that the services in question will be subject to stricter EU oversight not only in content moderation, but also in areas such as child protection, risks related to mental health and illegal content. For users, the most tangible changes may be restrictions on ad targeting based on sensitive personal characteristics and greater transparency about how recommendation systems work. While the regulation increases platforms’ accountability in these processes, it also brings attention to practices that directly affect the online experience of minors in particular. The unresolved question is how OpenAI, Reddit and Roblox will assess the identified risks and what methods they will use in practice to meet their algorithmic transparency obligations. The deadline for completing this compliance process extends to the end of December 2026.
