China Recalls 3 Million Teslas Over Flush Door Handle Issue; No Action Yet in Europe

China has launched a recall covering 4.3 million vehicles from Tesla and eight manufacturers on the grounds that passengers could become trapped inside their vehicles if the electrical system fails. With approximately 3 million vehicles, Tesla accounted for the largest share of the operation, making it China’s largest coordinated recall.

In Europe, meanwhile, the Dutch Road Transport Agency (RDW) said on August 26 that no recall was planned because of flush door handles. According to the agency, the issue is less about the design itself than whether the emergency mechanism works. In China, fully hidden or flush door handles will be banned on new vehicles sold from January 1, 2027, while interior and exterior mechanical handles and clearly visible emergency-exit labels will be mandatory.

Why it matters

The significance of this decision lies in the fact that the issue is being treated not merely as a vehicle design preference, but as a safety matter that could affect occupants’ ability to exit a vehicle in emergencies such as power failures. However, China and the Netherlands are taking different approaches: China is restricting certain door-handle designs for future sales, while the RDW is linking the need for a recall to the operation of the emergency mechanism. This distinction places technical compliance and regulatory monitoring at the forefront not only for vehicle owners and passengers, but also for manufacturers offering the same models in different markets. China’s regulation makes interior and exterior mechanical opening mechanisms, along with clearly visible evacuation signs, mandatory in new vehicles. In Europe, however, the question of how the assessment criterion will be applied to existing vehicles remains open.
