Party congress hall

Hatimoğulları stated that the framework law must be put into effect to ensure democratization. İmralı Delegation member Pervin Buldan attended the congress. DEM Party Co-Chair Tülay Hatimoğulları spoke at her party’s 3rd Ordinary Provincial Congress in Van and began her speech by commemorating those who lost their lives in the firedamp explosion at the coal mine in Zonguldak’s Kilimli district and in the Van earthquake 15 years ago.

Noting that there have been delays in the resolution process, Hatimoğulları said that the framework law must be put into effect to ensure democratization and that society’s belief in peace is high. The promises made must definitely be kept. She emphasized that she wanted the talks at İmralı to be put into practice through concrete steps. Recalling the October 8 statement, she asked why the process had dragged on and expressed that they expected those who lay down their arms and those in exile to return to Turkey and take part in democratic politics.

Hatimoğulları stated that they are opposed to US and Israeli intervention in Iran. She criticized the Iranian regime’s execution policies. She also demanded the recognition of the rights of the Kurdish people. Drawing attention to poverty and deficiencies in health services in the border city of Van, Hatimoğulları described the fund corruption allegations as “the biggest heist of the century” and said they would hold those responsible to account.

Why it matters

This speech points to a threshold that will determine whether the resolution process will be carried from the level of verbal messages onto a legal footing. Since the framework law has been presented as a precondition for those who lay down their arms and those in exile to return to Turkey and take part in democratic politics, the regulation’s coming into effect will mean the process taking concrete form. The recall of the October 8 statement and the posing of the question as to why the process has dragged on show that the timetable for the expected steps has still not been clarified. The delivery of the message in the border city of Van, where poverty and deficiencies in health services are being debated, reflects the effort to connect the process to the grassroots and to local problems. The opposition to intervention in Iran and the criticism of execution policies, meanwhile, show that the party does not view the process separately from regional developments. The question that remains open is when the promises made will be enacted into law.
