Jigsaw, part of Google, is launching a new program in partnership with Google.org, Bloomberg Philanthropies and the David & Lucile Packard Foundation to expand the use of Sensemaking AI tools that enable municipalities to analyze broad-based input. The tool examines free-form responses to make shared needs and differences of opinion visible, while officials determine the political preferences. Contributions from approximately 8 thousand Bowling Green residents were used in the city’s 25-year growth plan.
Why it matters
The program aims to increase municipalities’ capacity to assess the views submitted freely by large numbers of citizens, making it more visible which needs converge and where differences emerge in participation processes. This creates a new basis for evaluation, particularly for local governments engaged in long-term planning and residents who want their views to be reflected in decision-making processes. However, the tool is limited to making emerging patterns visible; officials remain the ones who decide which priorities these findings will become and how political choices will be made. For this reason, the program’s impact will depend not only on the expansion of the technology, but also on how municipalities use the analysis results in their planning and decision-making processes.
