FCC Closes Modular UAV Loophole: Revokes Certification for HoverAir Versa Model

The US Federal Communications Commission (FCC) retroactively revoked the registration approval granted for a modular camera belonging to the HoverAir brand, which operates under Shenzhen Zero Zero Infinity Technology. The company had aimed to circumvent restrictions on foreign unmanned aerial vehicles in the US by registering the device directly not as a drone, but in the gimbal camera category. The device, weighing 230 grams, could fly autonomously when attached to the propeller body. The Commission stated that the approval had been issued by mistake and that the device was among the foreign drone components covered by the ban.

The Design Loophole in the Regulations Has Been Closed

The HoverAir Versa model, which stood out during the funding period, had been designed to exploit loopholes in the regulations with a propeller module that did not contain a radio transmitter. The device’s main camera body had received approval in the camera category under the identification number 2AIDW-ZZ-H-1-006. Since the flight kit received its power through conductive transmission points, it did not require a separate frequency license. The company announced the approval document on 18 August 2026. In the crowdfunding campaign that began on 19 August 2026, it raised more than 230,000 dollars in support.

Legal Scope and Definition of Critical Components

The regulator invalidated the registration by removing the device’s record from its database. Agency officials said the restrictions that entered into force in December 2025 covered not only complete aircraft, but also critical components such as flight controllers, motors, batteries and cameras. It was stated that a camera developed for mounting on a drone body was subject to these restrictions regardless of the category in which it had been registered.

Sales in the US Market Suspended

Following these developments, as of 21 August 2026, the company removed packages containing the propeller kit from the sales options offered to backers within the United States. In markets outside the United States, the camera’s early access price is 449 dollars, while packages that also include the propeller kit are priced at around 630 dollars. The agency also announced that inspections would be tightened by sending new audit guidelines to the independent laboratories that conduct registration procedures. The product is planned to be displayed at the IFA trade fair to be held in Berlin on 3 September 2026.
