The sliding-scale system ended with a Presidential Decision published in the Official Gazette, and a new SCT regulation was introduced for gasoline and LPG. The SCT amount for LPG per kilogram was raised from 9.2190 lira to the pre-system level of 11.3830 lira, and an increase of approximately 1.48 lira in the pump price is expected. The 10.39-lira increase in SCT per liter of gasoline, which was expected to be implemented in a single step, was staggered. The SCT will be 7.9000 lira in October, 11.3600 lira in November and 14.8277 lira in December. Thus, the increase reflected in the pump price is expected to be approximately 4.15 lira instead of 12.47 lira. A lower price increase of approximately 8.32 lira is projected for October 1.
Why it matters
The regulation means that price changes for consumers using gasoline and LPG will not take place according to the same schedule and method. While staggering the tax increase for gasoline will prevent the impact on pump prices from occurring all at once, it will result in different amounts being reflected in October, November and December. The change in LPG, meanwhile, will lead to a separate calculation and an earlier impact on prices. Therefore, the key difference for consumers tracking fuel expenses will be that the tax regulation differs by product and that the impact on gasoline will be spread over time. The issue to be monitored following the decision is whether the specified SCT amounts will be reflected in pump prices at the expected levels and on the projected dates.
