The Impact of Two Years of Savings on the Balance Sheet and Budget
A total of 484 billion TL in savings was achieved in 2024 and 2025 through public savings measures implemented under the coordination of the Ministry of Treasury and Finance. This amount exceeded the combined 2026 budgets of the ministries of Environment, Urbanization and Climate Change; Foreign Affairs; Energy and Natural Resources; Culture and Tourism; Industry and Technology; and Trade. Minister of Treasury and Finance Mehmet Şimşek stated in a briefing on 23 August 2026 that fiscal discipline would be strengthened further and spending controls would continue resolutely.
The Decline in the Budget Share Was Reflected in the Data
With the implementation of tight fiscal policies, the share in the budget of expenditures covered by the savings circular declined significantly when interest and earthquake-related expenditures were excluded. The long-term average, previously 4.6%, fell to 3.1% in 2024 and 2.9% in 2025.
The 484 billion TL in resources generated exceeded the annual cost of the sliding-scale system introduced to offset increases in fuel prices by 112 billion TL.
Digital Monitoring and Auditing System
A Public Savings Measures Information System was established within the Ministry to monitor savings measures. Through the system, data entries and spending processes of 260 public administrations are monitored in real time. Cuts were made in areas such as vehicle leasing, service buildings, purchases of fixtures and energy consumption, excluding expenditures for the earthquake zone and mandatory expenses. To date, audit teams have conducted detailed inspections at 2 thousand 16 spending units and sent the reports they prepared to the relevant authorities.
Supporting the Disinflation Process
It is planned to direct the fiscal space created through more efficient use of public resources toward priority sectors. Minister Şimşek stated that making spending discipline permanent would directly support the disinflation process. It was stated that savings measures would continue to be implemented resolutely and that strict inspections of spending units would continue.
