Interior Minister Çiftçi: I have not the slightest doubt that the Terror-Free Turkey process will succeed
Empty conference hall

Interior Minister Çiftçi spoke, saying he had not the slightest doubt that the Terror-Free Turkey process would succeed. The panel was held in Batman. Attending the “Terror-Free Turkey in the Century of Türkiye, Law of Brotherhood and Social Peace Panel” organized by the Birlik Foundation in Batman, Çiftçi met with the governors of 11 provinces as part of the program, then held a meeting with police chiefs. He also met with gendarmerie commanders.

Çiftçi recalled President Erdoğan’s 2024 Malazgirt call and said that with the TBMM embracing this call, Terror-Free Turkey became state policy. The process received strong support. Çiftçi noted that MHP leader Devlet Bahçeli gave strong support to the process and that TBMM Speaker Numan Kurtulmuş personally chaired 21 meetings, stating that the decisions taken were turned into law with the support of 467 deputies without any bargaining. He is hopeful about a civilian constitution.

Çiftçi emphasized that the country is going through a strong period. Saying “We are living through the strongest period of the last 200 years,” Çiftçi particularly stressed that Turkey has become a regional power with global influence. Noting that countries such as the United Kingdom and Spain received outside support in similar processes, Çiftçi said Turkey is carrying this out through its own will and the strength of the nation. The Philippines and Cambodia also received outside support in similar processes. He believes results will be achieved in a short time. “God willing, a terror-free Turkey, a terror-free region — this process will succeed. I have not the slightest concern or doubt about it,” Çiftçi said.

Why it matters

The Interior Minister’s messages in Batman came at a stage when the terror-free Turkey initiative has moved beyond being a government project and transformed into state policy through decisions of the Turkish Grand National Assembly (TBMM). The Minister’s meetings during the same program with the governors, police chiefs and gendarmerie commanders of 11 provinces show that the process is being coordinated on the ground through the security bureaucracy; this can be read as a sign of transition from rhetoric to implementation. The comparison drawn with the United Kingdom, Spain, the Philippines and Cambodia foregrounds the claim that the process is being carried out without outside support, while the emphasis on a civilian constitution ties the initiative to a broader legal agenda. Although the Minister said he has no doubt about success, the timeline, the criteria for success and the manner of achieving results have not been clarified; the question of how the process’s resonance in society will be monitored remains open.
