İBB Deputy Mayor Aslan expressed his hope that construction permits had not been granted in some stream beds. The inspection took place near Atatürk Airport. Nuri Aslan conducted inspections at the 2nd phase of Ayamama Yaşam Vadisi, which is under construction alongside Basın Ekspres Yolu. He was accompanied on this inspection by Küçükçekmece Belediye Mayor Kemal Çebi and Bakırköy Belediye Mayor Ayşegül Ovalıoğlu. İBB department heads also joined the tour.
Noting that dozens of resting areas had been created along the banks of Ayamama Deresi in the area known as Çobançeşme Fidanlığı, Aslan said the work was nearing its end. A children’s playground and a sports area were also built in the area. Recalling that workplaces and residences were damaged and lives were lost in the 2009 flood disaster, Aslan stated that the rehabilitation projects that began during the Kadir Topbaş era were improved after 2019 and that the rehabilitation from under the E-5 all the way to the sea had been completed.
Noting that Tavukçu Deresi connects to Ayamama, Aslan said that if the rehabilitation had not been carried out, a major disaster could have occurred in the city, which had received the heaviest rainfall in its history. The recent rains caused damage around Ayazağa. The recent rains also caused damage around Kâğıthane and Cendere Deresi. He stated that the rehabilitations in Haramidere and Ayamama prevented a disaster. Aslan emphasized climate change. He said they would swiftly carry out all necessary work. Saying that construction should not be permitted in stream beds, Aslan noted that the 1/100 thousand environmental development plan from 2009 had not been adhered to. He said decisions about the city should be made not from Ankara with a map, but together with local administrators.
Why it matters
The recent rains demonstrated the concrete payoff of stream rehabilitation: while disaster was prevented around the rehabilitated Ayamama and Haramidere, the damage along the Ayazağa, Kâğıthane and Cendere line shows that risk persists in basins that investment has not reached. This picture raises the question of which streams similar projects will be taken to first. Aslan’s wish regarding construction permits leaves open the question of who will make zoning decisions in stream beds and according to which plan; the debate over adherence to the 2009 environmental development plan is part of that question. The criticism of decisions being made from Ankara with a map reflects the authority tension between central and local government. The emphasis on climate change shows that this kind of infrastructure is now treated not as an option but as a necessity.
