Former MİT official Kaşif Kozinoğlu’s death at Silivri Prison in 2011 is the subject of a reopened investigation, and Enver Altaylı, who was convicted in the FETÖ case, was brought to the Silivri Courthouse to give a statement. Altaylı had previously been unable to testify as a suspect due to health problems.
With a decision dated 26 August 2026 by the Silivri Criminal Judgeship of Peace, the decision of non-prosecution issued on 10 April 2012 was overturned, and the investigation was relaunched under a confidentiality order and with a special team. The investigation covers the offenses of “intentional killing,” “establishing, managing and being a member of an organization for the purpose of committing a crime,” and “violating Law No. 2937.”
Why it matters
The reopening of the investigation following the overturning of the non-prosecution decision issued years ago shows that the judicial examination into Kozinoğlu’s death in prison was not limited to the previous conclusion. While the confidentiality order and the use of a special team indicate that the scope of the process has been expanded, they leave open the question of what findings prompted the investigation to be reconsidered. The fact that the examination covers not only the death but also allegations of establishing, managing or being a member of an organization and violating Law No. 2937 means that different legal dimensions will be assessed together in the case file. Enver Altaylı’s inability to testify earlier due to health problems explains why his statement is being taken now as a delayed step in the investigation.
