Environment, Urbanization and Climate Change Minister Murat Kurum explained the details of the campaign for rental social housing in Istanbul through 15 questions. A total of 15 thousand homes will be rented under the Social Housing Allocation Project; the first 1071 homes will be delivered in October 2026. Of these homes, 360 will be allocated to Başakşehir, Gaziosmanpaşa, Beyoğlu and Güngören; 330 to Maltepe, Tuzla and Kartal; 291 to Ataşehir, Sancaktepe, Ümraniye and Üsküdar; and 90 to Arnavutköy.
Turkish citizens who are at least 18 years old, married and have lived continuously in Istanbul for at least 1 year will be eligible to apply. Applicants must not have a registered independent home or a previous TOKİ housing contract, and their average monthly household net income must not exceed 100 thousand liras. Those who own a housing title deed, those who have bought and sold an independent home in the past 5 years, and active beneficiaries of social housing or İlk Evim Arsa will not be eligible to apply.
Applications will be submitted through e-Devlet (Türkiye’s online public services portal) from September 14-25. Housing types will be 1+1, 2+1, 3+1 and 4+1. The rent will not be increased for 12 months and will then be updated at the CPI rate in the first January. The allocation period will be 3 years; tenants will be required to vacate the home if they purchase a home.
