DEM Party Co-Chair Tuncer Bakırhan said at a public gathering in Şanlıurfa that he shared the pain of PKK members as well as the families of martyrs and veterans, and said that no mother should lose her child. Bakırhan stated that there had been no loss of life during the process that has continued for two years.
Assessing the Law on Strengthening National Solidarity and Social Integration, Bakırhan said it was the first law adopted in the history of Parliament concerning the Kurdish issue. Bakırhan stated that the law did not resolve the Kurdish issue, adding that its aim was to take the matter to a political and legal footing by sidelining arms and violence. Bakırhan argued that the law would lead to the release of political prisoners, the return of exiles abroad and the participation of PKK’s mountain cadres in democratic life, while noting that all dimensions of the issue could not be resolved through this law.
Why it matters
This assessment shows that the law is viewed not as a final solution on its own, but as the framework for an effort to address the conflict within politics and the law. For this reason, the significance of the law is closely linked to how the goal of excluding arms and violence will be translated into political and legal practices. The situation of political prisoners, the return of exiles abroad and the participation of PKK’s mountain cadres in democratic life constitute the main areas of implementation indicated by the statement. However, the statement that the law does not cover all dimensions of the Kurdish issue leaves open questions about how its scope will be defined and through which mechanisms political consensus between the parties will be established.
