Nine people were detained in the second-wave operation of the investigation conducted by the Silivri Chief Public Prosecutor’s Office into the death of former National Intelligence Organization (MİT) officer Kaşif Kozinoğlu at Silivri Prison, where he was being held in 2011. Those detained were doctor Turgay Tamer, cameraman İdris Tiftikci, reporter Selahattin Günday, ambulance drivers Ahmet Göksel Erdoğan and Mahmut Arslan, and emergency medical technicians Özlem Uslu Öz, Emre Atmaca, Tuba Koç and Nesrin Kaya Altınova. Günday’s lawyer, Hüseyin Ersöz, announced that they would appeal the decision. According to Justice Minister Gürlek’s statement on September 7, proceedings were initiated against 11 suspects who were working at the prison at the time in the first operation; 10 were detained, while one was abroad as a FETÖ fugitive.
Why it matters
The new action in the case shows that the process investigating the circumstances of the 2011 death is not limited to prison staff, but also covers different professional groups linked to the medical intervention and the reporting of the incident to the public. Thus, the investigation raises within the same framework questions about both the medical process at the time of death and how images and news reports were conveyed at the time. Considered together with the prison staff against whom action was taken in the first wave, it appears that the prosecutor’s office is seeking to examine responsibilities relating to different stages of the incident. However, it is not yet clear what concrete findings the detention decisions are based on, what allegations have been directed at the suspects, or how the appeal will conclude.
Background
Kaşif is not a new name in the FikirPilot archive: we published a news report mentioning the name in the last 90 days; that article is dated September 9, 2026.
