EU member states have agreed on the conditions for releasing the 6.6 billion euro in the European Peace Facility (EPF) for military support to Ukraine. According to Kaja Kallas, the funds will be used as follows:
- 900 million euro will be allocated to the EU’s Military Assistance Mission for Ukraine.
- 1 billion euro will finance the purchase of new joint military equipment.
- 4.7 billion euro will be reimbursed to member states that previously provided support; some countries will transfer this share to Ukraine again.
Ursula von der Leyen said the agreement would increase support for training and military equipment, adding that new support measures were being prepared. The fund had been blocked since early September due to disagreements and Hungary’s veto. The EPF is a mechanism that provides military and defense support to third countries outside the EU budget. Ammunition, missiles, radar, armored vehicles, training, and technical and logistical support can be provided under the mechanism. According to the EU, more than 6 billion euro in support has been provided to Ukraine so far.
Why it matters
The significance of the agreement lies in overcoming the decision-making deadlock in the EU’s military support for Ukraine by putting a mechanism that had been blocked for months back into operation. Since not all of the funds are earmarked for new purchases, the arrangement both offsets the financing of existing support and supports joint equipment procurement and training capacity. The fact that the EPF operates outside the EU budget shows that this assistance is carried out through separate financial contributions and political agreements among member states. However, which countries will reallocate the 4.7 billion euro portion to Ukraine and how this will affect the overall composition of the support remain among the open questions. Hungary’s previous veto also demonstrated that decisions on military assistance depend on differences of opinion among member states.
