The scope of foreign currency conversion support is being expanded by the Central Bank

Finance and Treasury Minister Mehmet Şimşek announced that the conditions for the TCMB, the Central Bank of the Republic of Türkiye, support encouraging firms to convert their foreign currency sourced from abroad into Turkish lira have been simplified and that more firms will benefit. The implementation instructions have been published; the regulation will enter into force on October 1.

While the commitment not to purchase foreign currency has been abolished, eligibility for the support has been tied to a foreign exchange position requirement. The ratio of firms’ liquid foreign currency assets to their net sales revenue or total assets may not exceed 10%. This ratio will be documented through a “Foreign Exchange Position Notification Form” prepared by a sworn-in certified public accountant or a certified public accountant and valid for 15 days.

The annual foreign currency sales amount covered by the support will equal the added value calculated as the sum of annual operating profit and 12-month labor costs, and will be subject to an upper limit. Supplier firms using intermediary exporters will be able to benefit from the support within the scope of their own limits; payment may be made directly to the supplier. The supplier’s limits and foreign exchange position ratio will be taken into account in the calculations.

Why it matters

The change makes the existing foreign exchange position, rather than a commitment not to purchase foreign currency, the determining factor in companies’ access to the support. This means eligibility will be assessed less on the intention to apply and more on the ratio of liquid assets on the balance sheet to the scale of operations, as well as on documenting this ratio through forms prepared by accountants. Linking the support amount to operating profit and labor costs ties the amount firms can receive to their own economic structures. Assessing suppliers that use intermediary exporters within the scope of their own limits also clarifies how the support will be passed on to different companies in the export chain. The key question in implementation is how firms will maintain compliance with the conditions by regularly renewing the notification form valid for 15 days.
