DEVA Party Chairman Ali Babacan assessed the “fund crisis” in the capital markets and the problems faced by citizens who were victimized by promises of an interest-free system on Fatih Altaylı’s program.
Babacan said that the President had been granted the authority to change the management of independent institutions by decree, and that this authority had been used to replace 3 deputy governors at the Central Bank in a single day. He said the President could dismiss the Central Bank Governor and the board members of SPK (Turkey’s capital markets regulator).
Arguing that the managers of institutions responsible for the fund crisis should be replaced without waiting to determine whether they were guilty, Babacan said trust could not be rebuilt without changing the personnel. Saying that the problems had been known in advance, he called on the President to “show no mercy to anyone.”
Babacan proposed establishing a special “task force” on the crisis and activating the State Supervisory Council. Saying, “The judiciary cannot govern; the judiciary supervises,” Babacan said judicial oversight alone would not be sufficient. He noted that under Article 107 of the Capital Markets Law, SPK should identify market manipulation, while prosecutors should file criminal complaints, adding that responsibility lay with specialized institutions and personnel.
