Hatimoğulları said, “Concrete steps must be taken in the peace process, and Öcalan’s working conditions must be ensured.” She made a comprehensive assessment at the meeting. Tülay Hatimoğulları, Co-Chair of the DEM Party, made a comprehensive assessment of the peace and democratic society process at her party’s parliamentary group meeting. Describing the Movement Administration’s announcement on October 8 that it had withdrawn from within Turkey and from areas near the border as a “historic step,” Hatimoğulları, referring to Cevdet Yılmaz’s statement, demanded that the implementation of the framework law not be made to wait for an MGK meeting.
The framework of these demands has become clear. Trustees must be withdrawn, and ECtHR rulings must be implemented. The release of Selahattin Demirtaş and Figen Yüksekdağ, as well as the application of the right to hope for Abdullah Öcalan, were also among the demands.
She voiced her criticism openly. Hatimoğulları demanded the establishment of sub-commissions under the Monitoring, Coordination and Implementation Board, and that conditions in which Öcalan “lives freely and can work freely” be ensured for the Peace and Politicization Board under his coordination. She criticized the failure to establish the Parliamentary Monitoring Board envisaged by Numan Kurtulmuş.
Touching on the Middle East, Hatimoğulları said that instead of sending troops to the conflicts between the Houthis and Saudi Arabia in Yemen, Turkey should act as a mediator for negotiations. She described the fund crisis as “the heist of the century.” Hatimoğulları questioned whether any measures had been taken regarding the fund crisis despite warnings from the SPK (Turkey’s capital markets regulator).
Why it matters
With the withdrawal now complete, the debate is focusing on whether the process will be moved onto legal ground. The demands voiced by the DEM Party show that the issue has entered Parliament’s agenda: implementing the framework law, establishing the monitoring board, and forming commissions would mean placing the steps taken on the ground under legal guarantee. In this respect, the statement can be read as agenda pressure that will shape the government’s next move. The unanswered question is this: will the government set the legal regulations in motion without waiting for the MGK (National Security Council) meeting, and will the Monitoring Board actually be established? The inclusion of trustees, ECtHR rulings, and the situation of the jailed former co-chairs in the same package broadens the scope of the process and keeps the outstanding issues ahead of a settlement on the table.
